De Bellis Partners’ primary focus is original program planning, strategy, design, development, and implementation or revitalization initiatives for competitive and equitable total reward compensation programs, including the development of processes and the introduction of automation to compensation programs.

Stephen De Bellis, CCP

Principal Compensation Consultant

The theme of Stephen’s career has been the original design or the major revitalization of existing compensation programs, including the entire cycle of development from assessing and planning to the details of implementation and administration.

His experience includes roles in corporate management and program development as an external consultant, and as a compensation manager within technology, research and development, technical lean and non technical manufacturing including semiconductor, healthcare including biotech, commercial products, Think Tank, financial, and insurance industries, and university and educational institutions. Stephen’s experience includes corporate, headquarter, and divisional environments within public and private sectors, within for-profit and not-for-profit organizations, and from startup to Fortune 50 organizations.

He earned a Bachelor of Science degree and Master of Arts degree, cum laude, is a Certified Compensation Professional (CCP) with WorldatWork, and is a member of the Northeast Human Resources Association (NEHRA), and the New England Compensation Consortium (NECC).  He is also a certified Process Improvement Facilitator, a member of the W. Edward Deming Institute for Continuous Improvement, and has completed Motorola University courses in metrics, statistical control and process systems, and six sigma.

He was appointed a director for a public employees' retirement system, is married, and lives in Falmouth, Massachusetts on Cape Cod.

Cynthia E. De Bellis

Principal Technology Consultant

Cynthia E. De Bellis has over twenty years of experience in the fields of computer science, mathematics, and education.  She has analyzed, designed, and implemented customized programing and applications, including processes, documentation and training, for small businesses in Massachusetts and New York.

In addition, Cynthia has designed, deployed and managed networks, including developing and delivering training in using network resources and applications.  She has taught computer science, higher level mathematics such as Calculus and Probability and Statistics.  Cynthia has also taught graduate courses in computer science, computer applications, and mathematics.

Cynthia eared Bachelor and Masters degrees from Syracuse University, completed advanced graduate work in Computer Sciences and mathematics, competed for, won, and completed three National Science Foundation grants in the fields of Algorithmic Mathematics, Computer Science and Computational Science.

Cynthia is also a professional musician who has freelanced throughout southeastern Massachusetts and currently is a member of the French horn section of the Cape Cod Symphony Orchestra.
